On 17 June
2013, the BSI EN71-3: 2013 “Safety of toys Part 3: Migration of certain
elements” is published (table 1). This requirement will be effective on 20 July 2013.
And the
major amendment in compared to 2009/48/EC is as below:
A.
The categories of toys materials are added with the
examples in this standard:
a)
Category I: Dry, Brittle,
powder like or pliable materials
1.
Liquid
paints, including finger paints, varnishes, lacquers, liquid ink in pens and
similar materials in liquid form appearing as such in the toy (e.g. slimes,
bubble solution)
2.
Glue
Sticks
b)
Category II: Liquid or sticky materials
1.
Compressed
paint tablets, materials intended to leave a trace or similar materials in
solid form appearing as such in the toys (e.g. the cores of colouring pencils,
chalk, crayons)
2.
Pliable
modelling materials, including modelling clays and plaster
c)
Category III: Scraped-off materials.
1.
Coating
of paints, varnishes, lacquers, printing inks, polymers, foams & similar coatings
2.
Polymeric
&
similar materials, including
laminates, whether textile reinforced or not, but excluding other textiles
3.
Paper & paper board
4.
Texiltes,
whether natural or synthetic
5.
Glass,
ceramic, metallic materials
6.
Other
materials whether mass coloured or not (e.g. wood, fibre board, hard board,
bone and leather)
B.
The migration limits of Barium and Cadmium have
been lowered as next page table in compared to the limit in 2009/48/EC.
C.
The migration limits of Chromium VI for Category I
& II are too low to be measured by the method in this standards, thus
official testing method is not yet available.
D.
The organic tin table (table 2)listed the ten organic
tin compounds for refer while the table is not inclusive and further organic
tin compound would be added in the further.
